Общие принципы и стадии проектирования железных дорог. экономические и технические изыскания

Постройке железных дорог предшествуют изыскания и проектирова­ние их. Целью изысканий является изучение условий строительства и эксплуатации будущей дороги, сбор и подготовка необходимых ма­териалов для проектирования. Основная задача проектирования за­ключается в разработке наиболее рационального проекта новой же­лезной дороги, которая бы полностью удовлетворяла потребности в перевозках с учетом их роста в перспективе.
Проектом железной дороги необходимо предусмотреть обеспече­ние заданной пропускной и провозной способности, безопасности дви­жения поездов, наиболее переспективное использование капитальных вложений, возможность дальнейшего развития устройств, применения новых технических средств и прогрессивной технологии при строи­тельстве и эксплуатации. Проекты новых линий должны разрабаты­ваться комплексно с учетом потребностей промышленности, населен­ных пунктов, других видов транспорта, требований охраны окружаю­щей среды. Проектно-изыскательские работы на железнодорожном транспорте выполняют специальные институты Министерства путей сообщения и Министерства транспортного строительства.
Общее руководство проектными работами в системе МПС осущест­вляет Главное управление по проектированию объектов железно­дорожного транспорта — Главжелдорпроект, в ведении которого на­ходятся специализированные проектно-изыскательские институты (Гипротранстэи, Гипротранспуть, Трансэлектропроект, Гипротранс-сигналсвязь и др.), а также дорожные проектно-изыскательские ин­ституты — желдорпроекты.
В Министерстве транспортного строительства имеется Главное управление проектно-изыскательских работ — Главтранспроект, в ве­дении которого находятся территориальные институты; Мосгипро-транс, Ленгипротранс, Уралгипротранс, Сибгипротранс и др., а так­же специализированные институты: по проектированию больших мостов — Гипротрансмост, тоннелей и метрополитенов — Метрогипротранс и др.
Для установления экономической целесообразности и народно­хозяйственной необходимости строительства новой железнодорожной линии перед разработкой ее проекта составляется технико-экономиче­ское обоснование (ТЭО). ТЭО содержит характеристику существую­щих путей сообщения района, расчеты строительной стоимости и экс­плуатационных показателей различных вариантов, на основе которых выбираются наиболее рациональное направление железнодорожной линии и пункты примыкания к существующей сети; кроме того, при­водятся соображения об условиях и сроках строительства, о разви­тии строительной базы.
Проектирование железнодорожных линий и их отдельных уст­ройств обычно осуществляют в две стадии: на первой разрабатывается технический проект, а на второй стадии — рабочие чертежи. Для не­сложных же объектов проектирование ведется в одну стадию — разра­батывается техно-рабочий проект. Основная задача технического про­екта — рассмотрение в рамках установленного ТЭО принципиального направления возможных вариантов технических решений с целью вы­бора наиболее целесообразного без разработки деталей каждого ва­рианта. Технический проект после его утверждения является осно­ванием для финансирования строительства, развертывания подгото­вительных работ и заказа оборудования. На основании этого проекта по выбранному варианту составляют рабочие чертежи, по которым ве­дутся строительные и монтажные работы.
