Подготовка и сдача железной дороги в эксплуатацию

Подготовка железной дороги к сдаче в эксплуатацию ведется в тече­ние всего периода строительства. В подготовке можно выделить три Етапа: открытие рабочего движения поездов, временная эксплуатация отдельных участков или всей дороги и сдача дороги в эксплуатацию.
Рабочее движение открывается сразу же после уклад­ки путевой решетки для перевозки материалов и конструкций верх­него строения пути, мостов, труб, линий СЦБ и связи, зданий и со­оружений. При рабочем движении путь может быть еще не забалласти­рован или же уложен первый песчаный слой балласта. Земляное по­лотно должно быть к этому времени закончено в полном объеме, но в отдельных случаях допускается устройство временных обходов у крупных искусственных сооружений или укладка пути по понижен­ному против проектного профилю, а также перекрытие мостов вре­менными пакетами. Особо важное значение имеет рабочее движение поездов в местах, где подвоз материалов и конструкций для строи­тельства другим путем затруднен или невозможен без больших за­трат. Скорость движения строительных поездов в период рабочего движения обычно не превышает 10 км/ч.
В период временной эксплуатации, помимо пере­возки грузов для строительства железной дороги, осуществляются в не­больших объемах и перевозки народнохозяйственных грузов и пас­сажиров. К этому времени земляное полотно с водоотводными устрой­ствами и искусственные сооружения полностью заканчиваются, глав­ный путь на всем протяжении уложен на песчаный балласт, на раздель­ных пунктах имеется достаточное путевое развитие и сооружены не­обходимые устройства и здания, вдоль пути установлены путевые зна­ки и необходимые сигналы, построены и оснащены соответствующими устройствами переезды. Скорость движения поездов в это время уста­навливается в зависимости от общего состояния верхнего строения пути. Организацию перевозок и управление движением поездов в рас­сматриваемый период осуществляет отделение временной эксплуата­ции, организуемое при управлении строительства. В конце периода временной эксплуатации окончательно выправляют путь после об­катки и подготавливают дорогу к постоянной эксплуатации.
Дорогу в постоянную эксплуатацию принимает государственная комиссия, в которую входят представители закасчи-ка, генерального подрядчика, генерального проектировщика, государ­ственного санитарного надзора, пожарного надзора, технической ин­спекции профсоюзов и профсоюзной организации заказчика.
Приемочная комиссия после ознакомления с документацией (ут­вержденные проекты и сметы, материалы геологических изысканий и др.) и детального осмотра всех сооружений на месте составляет акт приемки, в котором дается оценка качества выполненных ра­бот, устанавливаются при обнаружении недоделок сроки и сметная стоимость их устранения.
Акт о приемке дороги в постоянную эксплуатацию и доклад ко­миссии представляются в Совет Министров СССР, и на основании ,его постановления приказом министра путей сообщения новая железная дорога включается в сеть действующих железных дорог СССР.
